OVERVIEW

The Namibia Council for Architects and Quantity Surveyors (NCAQS) is established under the Architects’ and Quantity Surveyors’ Act 13 of 1979. It comprises individuals in private practice and representatives from Government, appointed by the Minister of Works and Transport. Council members serve two-year terms and provide oversight, governance, and regulatory direction for the professions.

The Council operates through dedicated committees responsible for professional registration, disciplinary matters, the assessment of in-training candidates, and policy development. These structures enable consistent, transparent, and fair regulation of the architectural and quantity surveying professions across Namibia.

MANDATE

The primary mandate of the Council is to protect the public from persons performing duties reserved for Architects and Quantity Surveyors.

The Council (NCAQS) is a statutory body empowered by law to establish and control, inter alia:

  • The route to registration of a person as an Architect or Quantity Surveyor
  • The rules for conduct of Architects and Quantity Surveyors, including candidates in training
  • The work that may be undertaken only by registered Architects and Quantity Surveyors
  • Guidelines for the legal framework and structure of consulting practices
